Fast for the Maninagar Demolitions

We have been working towards securing the right to a dignified life for people belonging to Denotified Tribes, particularly focusing on those living in Maninagar, Ahmedabad. These people have been rendered homeless by the demolitions conducted by the Ahmedabad Municipal Corporation (AMC). These demolitions, which have been done more than 12 times during the past 10 years, are done under the pretext of using the so-acquired land for “developmental activities”.

To protest against the brutality and inhumane behavior of the AMC and Police, people went on a “peaceful hunger strike” on March 22, 2006 for one day under the leadership of Dr. Ganesh Devy. The aim of this strike was to sensitize the Corporation Authorities about the problems which these people are facing due to the demolitions. Due to this strike, Mr. Anil Mukim, the then Municipal Commissioner and Mr. Sacha, the then Deputy Municipal Commissioner promised to provide alternative land to 112 families. However, till date, these promises remain unfulfilled. Along with this, a “number of applications” were written to the Commissioner and the Deputy Commissioner of the AMC to help these people settle at some permanent place but these too remain unanswered.

The insensitivity of the police and the administration and the absolute emptiness of all the promises made by them was brought into glaring light by the recent shocking incidents which took place on the 7th and 9th of June,2007 . On the 7th, the AMC visited Maninagar yet again to carry another round of demolitions. As a result, the entire population of the region, which largely consists of children and women, was left without a place to hide from the scorching afternoon sun. With the mercury rising steadily, these people have been left at the mercy of nature, with no shelter anywhere. As the people were coming to terms with this demolition, violence and brutality of an unprecedented nature was witnessed in the area on the 9th June. Whatever little belongings these people had were confiscated by the Municipality. A large number of women were brutally beaten and those who tried to resist were locked up in jail for more than 24 hours. Their rations and even the food which was being cooked were thrown away. Whatever was not thrown was taken away, thus depriving the families of food and other necessities. Women, with infants who were in need of nursing, were refused the permission to carry the infants with them to jail. One of the women, who had recently undergone a surgery, was refused medicines in jail and was kept in a room with no ventilation, even while she pleaded to be allowed near a fan. The policemen beat the women again in jail and even though they were released later due to the intervention of other organizations that were aware of this cause, their belongings still remain unreturned.

To express our anguish at these happenings and to mark our solidarity with the people of Maninagar, we have decided to observe a 24-hour fast beginning on the morning of the 14th June, 2007. Since we would not want to disturb the peace of the city, we have decided to observe this fast from wherever we are without gathering at any one place. This will begin tomorrow at six am in the morning. Those of us who are on fast will be allowed to drink only water. You too can be a part of our struggle and contribute in your own way; you are welcome to observe this fast along with us, giving the people of Maninagar, the much needed strength of belongingness and unity. Please do get back to us with your ideas and your inputs. We once again appeal to you to join in this moment of anguish and observe a day’s fast with us.

    This is shocking.
    On second thoughts, believable because its Ahmedabad and Gujarat !

    I will observe a fast on 14th June too. Will try to spread the word of this news. Also can you please tell me if you know of any names of policemen or higher authorities besides Mr Mukim ? I think its time we made a little more noise.

    Thanks for your kind support. Authorities at all levels are involved in this act. Right from the Commissioner (Mr. I. P. Gautam) and Deputy Commissioner (Mr. Makadia) of the Ahmedabad Municipal Corporation to the lower level officers. The Police is also playing a major role in this inhumane act.

    This was the worst demolition till date. They didn’t even leave any utensils. The people at Maninagar were somehow managing without food and clothes. Moreover, with all this fear of demolitions they could not even go for their businesses. Literally they do not have anything with them right now.

    i don’t think theres any harm if AMC carries out demolitions…after all its their land and its being used for much needed development purpose!! and even if its not AMC’s land then gv it to em…..beggars can stay where ever they see vacant land…let maninagar progress…let in industries and MNC’s come in….kick the filth away! i dont mean any harm to illegal residents but y dont they go bak to villages…right where they came from…
    ones opposing this demolition is against gujarat and its development….

    Hi,

    Firstly, these people have been living in this region for more than 40 years. Its their home. Despite this, they are ready to leave their home if they are given appropriate accommodation at some other place. I agree that this land is owned by the Govt. but they cannot just go and remove some 2000 people from their place and then leave them to roam around on the streets. What happened to this Govt. for the past 40 years? Was it sleeping or was it in the hibernation mode? Why didn’t they come forward and demolish their houses earlier (before these people settled in this region)?

    yes these BEGGARS are ready to move out of that place if adequate compensation and alternate accommodation is given to them. Let me quote one statement from the reply of the Commissioner of AMC (Mr. I. P. Gautam) to our previous petition. He wrote that reply to Mr. Shyam Benegal’s (MP and well known Director) letter. In his letter Mr. Benegal asked the AMC to provide these people with alternate accommodation to which the AMC commissioner said the following:

    “Ahmedabad Municipal Corporation is taking all efforts to provide basic facilities to all its citizens. I have instructed our officers to look into the matter whether this tribal folk can get alternate accommodation as per the Corporation policy”.

    This reply was sent to Mr. Benegal by Mr. Gautam around March 16, 2007. After that letter TWO more demolitions have been done in Maninagar Basti (out of which the most recent one has been highlighted in the above post). Now you tell me what “alternate arrangements” has the AMC done for these people. And one thing I would like to inform you that these people are CITIZENS OF INDIA, they have their voter ID cards and all the proofs for their citizenship. So it is the responsibility of the Corporation (as Mr. Gautam said) to provide them with alternatives.

    These people or we (the people who are opposing these demolitions and atrocities) are not at all against the development of Maninagar or Gujarat. We just want the Govt. to perform its duties. We take it as our moral responsibility to help these people get what they deserve.

    let me tell you one thing these people did not COME from any villages. They have been living in this region for the past 40 years!!! They came to Maninagar when this place itself was a VILLAGE. With due course of time this so called “Development” has turned it into what it is today.

    These acts are a clear violation of Human Rights and we stand against any such activities of the Govt. If it is govt.’s land they can take it but ONLY after providing alternate accommodation to these people. Beating people, including women and senior citizens, confiscating their cooking utensils so that they are not able to eat anything, continuously harassing them in whatever way possible is NOWHERE NEAR A JUST BEHAVIOR. We will always be against such INHUMANE activities. Doing such things to any human being on this Earth is a crime and deserves much severe opposition.

    Hi…

    Well before I begin I would like the person of the third post to imagine a situation where your house has been demolished 16times in the past 10yrs. Thts horrible….
    Moreover as per law the land belongs to them as issued by the govt og INDIA during the regime of INDIRA GANDHI….The fact tht the number of people living here is just 3000 and they are poor adding to it there are political hands working on the back this issue could not gain the attention of the state.The people staying here are just demanding the govt to provide an alternative plan of housing .

    The people of Maninagar belonging to the denotified tribes are an integral part of the society. It is the responsibility of the government to provide them with shelter and means of livelihood. The violent approach of the police is really disturbing. The police’s job is to make the lives of the citizens secure but here in this situation it is totally the opposite case. They are becoming a great threat to these people’s freedom. Displacing them and snatching their lands in the name of development is a crime. Development cannot be judged on the terms of the large structures you build. For a nation to truly develop all sections of the society must equally progress and in this process we need to provide the required help for the upliftment of the weak and the poor.
